We are anxious to hear from expert witnesses about the best ways to better target the JTPA Program to the economically disadvantaged adults and youth with the greatest need for employment and training services. As we begin the last decade of this century. there will be a shortage of over 23 million Americans willing and able to work. By the year 2000. the vast majority of new entrants to the work force will be women. minorities. and immigrants. It Is these very individuals who are disproportionately poorly educated. or lack the employability skills needed for current and future job opportunities. They often find themselves stuck In marginally productive. low wage jobs. or have no job at all.
