To a lesser extent. the conflict in Nicaragua has caused displacement of civilians who would be helped by this measure. This bill addresses the consequences of a misguided policy in the reglona policy that has failed to recognize that the economic and social divisions within these societies cannot and will not be resolved through military means. The result of that policy is a growing refugee population. in the United States and in Central America. now struggling just to keep themselves alive. By passing this legislation. we provide a humanitarian response to an increasingly desperate situation. We send a message to those who fear returning to their country because of the persecution they may face by the regimes now in power.
