Do not be fooled. I suggest that the Members stay with the committee on this one. because mischief might be done. particularly if they come from a State that has a large city that is already going to suffer from an undercount. Add this illegal alien business to the already existing problem of undercount and people will hide when the census taker comes. Mr. Speaker. unfortunately many of my colleagues are beguiled by the fantasy that somehow by not counting illegal aliens in the 1990 census their State will not lose one or more congressional seats that it will otherwise lose. I wish I could share this fantasy. I particularly wish I could share it since my State. Michigan. appears likely to lose two seats as a result of the 1990 census. one of which may be mine. However. there is absolutely no evidence that continuing to count all persons Including illegal aliens in the census. as we have done for 200 years. will significantly advantage or disadvantage any particular State. Instead of saving any seats for particular States. the result of an effort not to count illegal aliens will be a severe disruption of the census effort. The census is a monumental undertaking. It Is the largest civilian project undertaken by the Federal Government.
