Mr. Speaker. unfortunately a number of my colleagues and members of my own committee like the gentleman from Pennsylvania. both of my committees. and there are two gentlemen from Pennsylvania involved in this fight on the other side. are beguiled by the fantasy. and it is a fantasy. that somehow by not counting illegal aliens in the 1990 census their State will not lose one or more congressional seats than it might otherwise lose. I wish I could share this fantasy. As a matter of fact. nobody wishes they could share the fantasy more than me. because my State stands under the present estimates that the census gives us to lose two seats. and everyone is looking at one of the most likely seats to be lost in southeastern Michigan.
