Session #101 · 1989–91

Speech #1010075037

The reasons for that extended availability of funds was a calculation that there would be significant costs relative to this population of formerly illegal now legalized residents which would occur several years after the legalization process. This was particularly true of costs related to education. That was the agreement. With that agreement. the Governors supported the 1986 immigration law. I am not saying. Mr. President. the Governors had the ability to block the Immigration bill. I was not in the Senate when this legislation was debated. I was Governor of my State at that time. I can say that I believe that our goodfaith negotiation contributed to the atmosphere that allowed this bill to become law.
