We have all supported the idea of more money for the drug program. we have all supported the Idea of money for the war on drugs. We actually get a chance to vote for something here. Refugees: The committee funds the Migration and Refugee Program at the full request level of $370.000.000. In addition. the committee increases to $50.000.000 the Emergency Refugee and Migration Account. for which the President requested only $10.000.000. The committee is deeply dissatisfied with the administrations whole stance on the refugee question. The budget request is patently inadequate to meet urgent. desperate refugee needs around the world. To help offset a drastically low administration request for the main refugee program. the committee added $40.000.000 to the emergency account. However. in all likelihood. there will be a substantial shortfall in meeting even basic refugee needs in fiscal 1990. The committee expects that there will have to be a supplemental appropriation request for refugee needs in fiscal 1990. Israel and Egypt: The committee continues the ESP earmarks for Israel and Egypt at $1.200.000.000 and $815.000.000. respectively. The two nations in the Middle East that have made peace need and deserve our continued help and support.
