Session #101 · 1989–91

Speech #1010066855

I would like to express my support for a multiyear extension of mostfavorednation [MFNJ status to Hungary. Of all East European countries covered under the JacksonVanick amendment. Hungary has made the greatest progress toward reforming its emigration practices and its political and economic system. As the worlds primary advocate of democracy and marketoriented economies. the United States should reward Hungary for taking these steps. I believe that offering Hungary extended MFN status is a sensible way to reward this East European nation. especially given our own budgetary limitations and the high cost of alternative measures. such as direct grants and lowinterest loans.
