We must now demonstrate our own commitment to a resolution of the debt crisis through actions to restructure Mexicos public debt to the United States Government. We have the ability to restructure it to promote development and environmental preservation in an area of tremendous concern to Americans: The United StatesMexico border. In recent years. significant population increases and flows of immigrants have hindered the ability of public services and facilities in border regions to provide needed and effective assistance to communities. In light of this situation. I am introducing the United StatesMexico Debt Exchange and Border Development Act of 1989.
