Tim Takaro and Susan Cookson. have carefully documented cases of kidnaping and forced recruitment in the area of Nicaragua where they recently concluded 3 years of humanitarian work to improve publichealth services. It is their opinion. and all of us should concur. that these innocent victims of misguided Contra conscription policies should be allowed to travel from the Contra base camps to the office of the U.N. High Commissioner for Refugees in Danli. Honduras. There. impartial interviews would be given to determine the desire of the victims either to stay with the Contras or to return to their homes and families.
