I suggest to the chairman that there is no new duty or there are no additional duties imposed because this is within the scope of the daily function of the enumerator. There is no new duty to determine if the resident is illegal. no new duty to adjust. We simply ask them to go out and do what they normally do in the course of business. and if there are illegal aliens. they are not to go to extraordinary means to count them. We do not want them knowingly to include them in that population base. So I encourage a favorable ruling from the Chair.
