Session #101 · 1989–91

Speech #1010057863

We must preserve and protect the representation of lawful citizens in our States. Our forefathers could never have intended that illegal residents would erode the influence of U.S. citizens on our government. Admittedly. States with an illegal alien problem need funding to deal with it. But their existence in our country does not mandate congressional representation at the expense of lawful citizens. On behalf of the citizens of Indiana and all those in danger of losing their rightful congressional representation. I urge my colleagues to support this amendment. For the purposes of reapportionment. illegal aliens should not be included in the 1990 census.
