I would Just point out that what we are talking about today is a zerosum game. The fact is there are going to be 435 men and women elected across this country to represent the citizens of the United States of America in the 1992 election. The question is whether these people who are elected are doing to represent the U.S. citizens ii Kansas or in New York or in Illinois or in Pennsylvania. or are they going to be elected to represent maybe 1 million. 2 million. 3 million. 4 million. who knows how many illegal aliens living within this country. That is the question. I have to concede that it is going to be immensely complex. perhaps even impossible. to identify the number. to identify the location of the illegal aliens in this country who are in all probability going to be counted. Mr. Chairman. it seems to me that when we are talking about such a fundamental right in this country as the right to vote. one person having one vote. that we have to make the extraordinary effort to identify exactly where these people are. and I do not know whether we can do that or not.
