Chairman. I want to commend the gentleman for his logic. One of the things that is very important. and in regard to an area I come from. is the fact that there are many undocumented people. and there have been for many years. as long as I can remember. The problem is that we know that the only method of counting anybody in the United States is the census. and if that census does not count accurately the people there. so many local community agencies and State agencies will suffer because of an undercount. and I think it is very important. We talk about the constitutionality.
