Session #101 · 1989–91

Speech #1010049247

I think the Senator is correct in suggesting that my amendment. as I presented it last night. went well beyond the Meese guidelines. the Department of Justice guidelines as they previously existed. and I think he is correct in saying that the modification which we will jointly propose scales that back somewhat. But I do want to be sure that we are on a common wavelength here. As I understand what we have. it would create a definition of asylum status. but the person requesting that status would have to prove the fact. In other words. once the facts were proven. that would entitle them to a legal definition. but it would be up to them to prove. that in fact. they were in fear of a forced abortion if they were required to return to China. So with the word of explanation and my sincere appreciation.
