Session #100 · 1987–89

Speech #1000094592

Mr. President. I rise today to comment on the international refugee crisis. Too often. as this body considers crucial foreign policy issues. we overlook the human cost. We discuss U.S. policy toward various regions of the world but rarely deliberate on the impact such policies will have on the growing refugee population in the Third World. Estimates of the current number of refugees vary widely. some exceed 20 million. Refugees are not merely statisticsthey are human beings forced to leave the land of their birth for reasons of war. famine. or persecution. Many of the refugees are fleeing Communist regimesand this is no coincidence. The plight of Cambodians. Afghans.
