This legislation also expresses the sense that the Soviet Union has denied free religious expression in the Soviet Union and in occupied Lithuania. Further. this legislation makes it clear that this Congress and this Nation believe the Soviets should honor their commitment to the Helsinki Final Act of the Conference on Security and Cooperation in Europe. As many of you are well aware. Lev and Inna Elbert. .Soviet refuseniks. were recently granted exit visas to leave the Soviet Union.
