It is a remarkably resplendent colleague who takes the well every year at this time to discuss these things. No one could possibly match him in the colorfulness of his language as well as of his dress. But let me just say that there was a great American philosopher once who said to an opponent in debate. and had he not lived a century ago. he probably would have said the same thing to the gentleman from Massachusetts : "Those who are not overawed by your grandiloquence are chiefly struck by the inadequacy of your argument." And with all due respect to my colleague whose visa. may I say. to come fishing on the island of Cuttyhunk is subject to not being reissued should this amendment be adopted. let me just point out a couple of things if I may. First of all. as a matter of general public policy. we need to make a determination in this Congress. and this amendment is as good a vehicle as any with which to do it. as to what general governmental functions we wish. in this instance. the U.S. Coast Guard to fulfill and which we do not.
