Session #100 · 1987–89

Speech #1000053640

Chairman. I would like to tell my colleagues what offends me about the amendment. What offends me is that it calls for the President to commission a study of any refugee problems that would be created by Cuban- and Nicaraguandirected subversion in Central America. I am sure that there would be immigration problems and refugee problems caused by such subversion. But what this amendment leaves out completely is the much greater refugee problem as a direct consequence of bombs bursting. borders flaring in a fullscale regional war which the covert war is leading to. It is a onesided amendment. But worse.
