If the gentleman will yield. I think the point has got to be made that we do not want to create refugees by our actions today. We happen to have a difference of opinion as to what policy creates refugees. We want to provide stable governments down there for these people to stay at home. to have their own country. to be their own leadership. and not have to flee to the United States. That would be the best possible scenario. The only thing that this amendment does is to study the ramifications if we do not act properly. and that is a matter of decision today and difference of opinion.
