Session #100 · 1987–89

Speech #1000040395

Speaker. a great deal has been said in recent months about the new Soviet policy of glasnost [openness]. There has been a greater willingness to discuss previously forbidden topics in the Soviet media. Hopes have been raised that the United States and the Soviet Union will reach significant agreement on arms control issues. A few wellknown human rights figures have been permitted greater freedom. and some prominent Jewish refuseniks have been allowed to emigrate. On the whole. however. hope and expectations have exceeded the reality of glasnost. On the one hand. all of us welcome the prospect of agreements and understandings
