This amendment provides emergency support for an array of programs designed to aid the homeless that are operated by agencies funded by the community services block grant. These programs. operated primarily by community action agencies and migrant and seasonal farmworker organizations. include expansion of community services. followup and longterm services to enable the homeless to make the transition out of poverty and the promotion of private sector and other forms of assistance to the homeless. The selection of community action agencies and migrant and seasonal farmworker organizations to administer the emergency program authorized by this legislation is important. It is predicted on the awareness that such agencies typically provide services to families in need and represent the most extensive network of outreach centers of any human services program. with more than 4.100 centers in cities and rural communities. Community action agencies already have been providing basic food and shelter to the homeless as well as other types of programs authorized by this legislation.
