Mr. President. under the previous order. the Senate now will vote on Senate Concurrent Resolution 8. which addresses the continued suppression of human rights in the Soviet Union. Last Friday. the distinguished Republican leader. others. and I introduced this concurrent resolution to condemn continued Soviet human rights abuses and to support the restoration of human rights to all Soviet citizensespecially the internationally recognized right of emigrations for all those Soviet Jews and others who have requested exit permits. In introducing this measure. I said I was confident the Senate would send a strong and unmistakable message to the Soviet Union that it had to improve its abysmal human rights record.
