by enacting these new policies. has virtually confessed that it does not want. and has no desire to recognize and fulfill its duties under the Final Act. It is clearly stated in both the United Nations Declaration of Human Rights and in the Heisinki Final Act that a person must have the right to leave his country. choose his country of citizenship and of residence. This is more than a right to emigratethis is the right of migration. There should be no need for documentation of whether one has relatives in another country. The Soviet Union still refuses to comply with these rights. and it should be understood that this refusal has numerous domestic and international implications. The problem of emigration is a problem of international scope. As a result of this statute. there are a great number of Jewish families in the Soviet Union who hope to leave its borders. but are still unable to because their relationship to their loved ones in Israel is considered too remote. It should be stressed that the Soviet Union must recognize the right to emigrate without the requirement of having relatives abroad. For this we must fight. As a result of this policy. only a minuscule number of Jewish families are allowed to leave the USSR.
