Over 1 million of the 5 million residents of El Salvador have been displaced in the last 6 years by the civil strife. In addition. the earthquake that occurred last year has made the situation worse for those who had already been forced from their homes. As mentioned above. the conference on the Immigration Reform bill last year agreed to drop a provision suspending the deportations of Salvadorans and Nicaraguans. During discussions with administration representatives at that time. assurances were made that the confusion and destruction caused by the earthquake would be taken into consideration in deciding whether to send Salvadorans back to their country. We were also promised that the INS would keep Congress informed of the situation in El Salvador and that individuals would not be sent back to the area affected by the earthquake until the damage in those areas had been repaired. As of today. I have still not received a report from the administration concerning whether or not they are deporting Salvadorans to those areas and. if not. when they plan to recommence them. El Salvador is a country about the same size as Massachusetts. Since 1980. more than 60.000 civilian deaths have occurred as a result of the civil war.
