Fife. the minister at Southside Presbyterian Church. and Corbett. a Quaker and Harvardeducated rancher. had begun the Sanctuary movement in Tucson. The single most important incident that spawned the movement had occurred in July 1980. Twentysix Salvadorans had been found in the Arizona desert. They had been abandoned without food or water by a coyote or smuggler of illegal aliens. Thirteen of the Salvadorans had died of thirst and exposure. Deportation proceedings had been immediately filed against the remaining 13 (although it was reported this past summer that the 13 had still not been deported). Out of this horrible tragedy in the desert began the Tucson ecumenical communitys involvement in the Sanctuary movement. Mr.
