Andrei Sakharov. of course has been returned from exile. the overall human rights record of the Soviet Union has not improved and indeed has worsened. This is not just my opinion. This is a fact which has been documented by the State Department and by independent human rights organizations. In 1979. 51.320 Soviet Jews were permitted to emigrate from the Soviet Union. In 1986. 914 out of an estimated 380.000 who would like to do so. according to a report of the Union of Councils for Soviet Jews. The State Department country report of 1985 makes the following observations. and I quote: Soviet performance in the realm of human rights fails to meet even the most elementary standard accepted international behavior.
