I am also saddened that we need to have another resolution. We have addressed this issue in the Senate before. Each year we have the international outrage expressed and the sentiments grow stronger over the Kremlins trampling of the fundamental human rights of its citizens. Each year international concern and the concern of the Senate grow deeper over the plight of thousands of Jews denied the basic right to emigrate. a right the Soviets are pledged and obligated to observe. And each year international demands and demands of the Senate grow louder for the Soviets to finally do what is right and what is humane.
