There is nothing surprising about that. It is a competitive arena. But I am suggesting that under any circumstances we have addressed a number of difficult issuesthe Federal deficit. the farm crisis. apartheid. Nicaragua. the defense budget. Superfund. immigration. drug legislation. just to mention a few. We passed a massive overhaul of the Tax Code. a measure with farreaching consequences for every segment of society and business. nearly every American. and I might say it will probably have an impact on many foreign countries. I would guess you could say that in most cases we sort of hugged the middle ground.
