The amendment which I am introducing today will eliminate any involvement with the judicial process for all children who are under the age of 18 and have been adopted before the age of 16 by a citizen of the United States. If a child meets these criteria. then he or she will be granted a certificate of citizenship. through a simple administrative mechanism. In summary. Mr. President. my bill amends the Immigration and Naturalization Act in order to correct a quirk in the naturalization process. It will benefit many Americans by facilitating the adoption of foreign children. and it will hurt no one. I urge my colleagues to join me in this worthwhile effort.
