Mr. Speaker. and I look forward to its working well. Some people in the administration had a great fear that this was going to lead to abuse. so some statements were made by the chairman of the Committee on the Judiciary here and the chairman of the Subcommittee of the Judiciary on Immigration in the other body. stressing that this was not intended to be used to harass people. I have no problem with those statements being made. except some of the language. particularly in the other body. suggested that there would be reason to fear that some of these groups would be engaged in harassment. Today I want to repudiate any suggestion that the organizations that I was pleased to work with in drafting and getting this legislation enacted. have in mind harassing anyone.
