Mr. President. let me thank the distinguished minority leader. He is correct. If cloture was obtained. and I think it would be. on the immigration bill. I assume we would get unanimous consent to pass the short continuing resolution. We may not have a short continuing resolution. I am not certain the House will send us one. They want to go home tomorrow. They believe the best way to do that is to keep our nose to the grindstone on the big continuing resolution. As I understand it. nonessential Government employees will be notified at noon unless there is some resolution of the pending Goldwater amendment.
