My concern about this bill is not a concern about the sincerity of those who have written it. My concern is not a concern about the crisis proportions of the problem we face. The immigration problem is one of the most perplexing. difficult. and important problems in the country. It is a problem of crisis proportion. Anybody who would assert that there is no problem clearly does not understand the problem. That is not what we are debating here today. The debate on this bill is not a debate as to whether or not there is an illegal immigration crisis. Nobody knowledgeable of the problem or in their right mind could debate that subject. at least on the side of saying there is not one. The questions that this debate really boils down to and the questions that I intend to pose as we move to a vote on this bill. are these: Is this the best bill that can be written?
