Most Members of this House will never be asked to affirm. let alone prove their citizenship or residency. Looking and sounding American. they will never see these sanctions as an important factor in their lives. But Mr. Speaker. no matter how many decades and generations nonwhites have been here. they will find these sanctions one more unfair and discriminatory burden to bear. In many ways. Mr. Speaker. I would like to be able to support this bill. Among other things. it contains a long overdue increase in the colonial Hong Kong quota to 5.000 visas a year. As the original author of this provision. I am delighted to see it become law.
