Mr. Speaker. I rise in reluctant opposition to this conference report. The sponsors of this legislation. and the many Members who have worked on this bill have tried very hard to craft a balanced and workable product. I admire their dedication and effort. On balance. however. the final product is not something that I can support. This conference report does not include the much needed House provision protecting El Salvadoran refugees. nor does this report contain adequate protection for State and local governments against the financial burdens that legalization will impose upon them. But most importantly of all. Mr. Speaker. this bills provision for employer sanctions takes us down the road toward an insidious racial discrimination.
