Speaker. this bill affects Hispanics more than any other ethnic group in this country. and as a Hispanic it is an extremely difficult vote for me. having opposed similar bills in the past. And I deeply respect my Hispanic colleagues who will be opposing this bill today. My final decision was reached when I realized that there is no realistic alternative to this bill. It poses a lot of risks. and it poses a lot of problems. Nonetheless. I do not want my legacy to be that as a Hispanic. I obstructed immigration reform. As Americans. it is incumbent upon us to act. as painful as it may be.
