In light of this. many prospective. adoptive parents now look overseas to adopt and the number of foreignborn children eligible is rising. The Immigration and Nationality Act. as amended. governs the admission of foreignborn children into the United States. Foreign adoptions generally take place in one of two ways. The first method is for the parents to work through a U S.-based international. childplacing agency. which usually completes the adoption in the childs home country and brings the child to the United States.
