That is that you can give people all the rights you want. but if they have no way to enforce those rights. those rights are meaningless. So we can write into the law that you must do this and must do that. but we all know that the INS is terribly overburdened. we all know that the Department of Agriculture. the Department of Labor are overburdened. they have been subject to cuts recently. If you do not have some kind of way for the migrant laborer to enforce the law. then they are useless. So what I would say to the good gentleman and gentlewomen in this Chamber is. if we are not going to have legal services. why kid ourselves? Why not just abolish all the laws that are supposed to protect these folk. because if you do not have legal services. the laws are unenforceable and useless.
