Mr. Chairman. I rise in support of the antidiscrimination provision. socalled Frank amendment. which is now part of our immigration bill. and in opposition to the motion to strike. Mr. Chairman. it has been mentioned that this provision was the result of 1 day of hearings. It seems to me at the last conference it was the subject of each day of 10 days at which time it was greatly modified from its original statement. The interesting thing is that there were three major issues on which that conference in 1984 floundered. One was the antidiscrimination provision. second was the cap on reimbursing the States. and the third was the agriculture provision.
