He takes the view it -is large employers of the kind covered under title VII who create the greatest abuse. National origin is not covered under title VII of the Civil Rights Act. and I believe. absent proof to the contrary. which was not forthcoming during the hearing. existing law is sufficient. The answers the subcommittee did get during the hearing revealed flaws and problems so numerous as to defy the imagination. It would create an entirely new protected class under Federal civil rights laws. namely noncitizens. It would broaden coverage to all employers. Does it cover parttime. as well as fulltime employees?
