The recompromised SchumerBermanPanetta provision is as good an attempt to structure the complex equities in this situation as I can conceive of. I congratulate the principal authors of that amendment. and I congratulate the farm groups whose persistence. flexibility. imagination. and good faith were essential to the success of the compromise. It is also clear now that we need to support the amendment to be offered this afternoon by our colleague.
