Mr. Chairman. I think that every one of us who have debated this issue realizes that the guts of this legislation. the critical point behind it all. is that in order to control our borders. we simply have to make it illegal for an employer to knowingly hire an illegal alien. We have got to end the magnet of coming to this country to get a job. The economies of other parts of the world. particularly some of our neighboring countries. are such that it is just too inviting to come over here and be able to get a job and work in the United States and stay here illegally. for us to be able to control our borders and to stop people coming in here illegally with the normal procedures for patrol and guarding. and so forth. that have been going on over the years.
