Another provision amends the definition of "child" to facilitate U.S. citizenship determinations for children based on legitimation by their American citizen fathers. H.R. 4444 also reduces from 5 years to 2 the period a child born abroad of a U.S. citizen parent and an alien must be physically present in the United States for transmission of citizenship. In addition. under H.R. 4444. consular officers no longer have to fingerprint visa applicants. The bill also eliminates the requirement for submission and retention by the consular office of duplicate visa application and documentation. This requirement adds a significant increment of administrative workload to the immigrant visa process. Mr. Speaker. many of these provisions have been pending for several years since Congress passed the last INS efficiency bill.
