Mr. Speaker. H.R. 4444. legislation which has the support of the administration. provides for more efficient consular services and operations in carrying out the functions authorized under the Immigration and Nationality Act. that is. issuing immigrant and nonimmigrant visas abroad. In many instances. the bill eliminates sections which have become obsolete. Some of the more important provisions in this legislation are among others an amendment to current law which eliminates the requirement that a child have been in the custody of the adopting parents for 2 years after adoption to qualify for entry to the United States as a child.
