They are a series of provisions that. because of the interaction of court decisions and statutes and a lot of other unforeseen events. work to put some hardship in the way of people where there should not be hardships. There is a unanimity. I believe. of those who deal with immigration on this. and I just want to congratulate the chairman of the subcommittee. the gentleman from Kentucky . and the ranking member. the gentleman from California . for putting this together and giving us the chance to get it through. I think Members will find it is not only good policy but very much in the interests of those who are not crazy about having to file private immigration bills.
