Mr. President. I know the occupant of the chair. the chairman of the Judiciary Committee. Mr. THURMOND. has been the most extraordinarily supportive and gracious chairman that I could ever have to deal with on this issue. which again I say. as I have said many times before is fraught with emotion. fear. guilt. and racism. Yesterday. the great engines of immigration reform churned the craft into the shoals of the House of Representatives. There is really no need to place blame. There is surely enough blame to go around when you get to this very emotional issue. But it would be very unfortunate to say that it fell aground on the issue of partisanship.
