Soviets Officials continue to harass and intimidate these individuals. Many of these people. like Boris Ghinis. are dismissed from their jobs and forced to work as manual laborers for low wages. while others have been arrested and sent to labor camps. Over the past year. the Soviet Union has increased the number of families it has allowed to emigrate from the Soviet Union. Yet. we must not become complacent about the Soviet human rights record. There are still prisoners of conscience in the Soviet Union. We must steadfastly continue our efforts on the behalf of Soviet refuseniks until each and every one of them who wants to emigrate is allowed to do so. So. Mr.
