Mr. Chairman. I thank the gentleman for yielding. I want to just say that I commend the gentleman for this effort. I think this is a very good amendment. Let me just remind my colleagues about something. Because of Floridas unique geographical position. we were the ones in 1980. at the end of 1979 and 1980. to be flooded with this refugee wave. Many of those are fine people who have taken a strong leadership role in the community. They have done good for the State. They have done good for the community. The problem is the approximately 20.000 or so who became what was known as the deranged criminal element.
