I thank the gentleman for yielding. Florida has a very unique situation now. We are the recipient of a large number of Cuban refugees. many of them who are supposed to be deported. Under existing law. they would be subject to deportation. but we are caught with the problem now because. of course. Cuba does not want to take these people back. It puts us in a unique situation which I think needs a law which is unique to our particular area. as well as to areas that are similarly affected. The Federal Government does have under existing law an obligation to house these people awaiting deportation. I think what this law does. and I compliment my friend. the gentleman from Florida. for bringing it to the attention of this body. it simply recognizes that fact and in fact mandates the Federal Government to go forward with what I consider to be its responsibility. Florida under the law. as all of you know. as any State. has no ability to regulate the importation or deportation of people in and out of this country. Because of that we are stuck and we are a victim.
