Mr. Speaker. I rise today to comment on the plight of the Jews living in the Soviet Union and denied the right to emigrate to their Jewish homeland in Israel. These refuseniks. unable to leave a country where the Government discriminates against Jews economically. socially. and religiously. need the support of the U.S. Congress. On July 14. I wrote a letter to Ambassador Dubinin of the Soviet Embassy on behalf of Mikhail Marinov and his family of Moscow who have been denied visas since 1981. In the letter I urged that Mr. Dubinin do everything in hJ power to assure that the Marinovs reasonable request to emigrate to Israel is fulfilled. In recent years. the Soviet Government has cut Jewish emigration to next to nothing. The exodus rate currently is at the lowest level in nearly a quarter of a century. We are the only hope for the thousands of Jewish families like the Marinovs. Dr. Marinov resigned from his post as senior research worker at Moscows Institute of Theoretical and Experimental Physics prior to his initial application to emigrate. This action forestalled embarrassment to his superiors and eliminated the need for him to obtain a clearance to apply for a visa from the institutes administration. Nevertheless. Dr.
