These actions are as follows: (1) The Soviets (must) release all prisoners of Zion. those who are detained In Soviet jails or in the U.S.S.R. itself. merely for wanting to go to Israel. (2) Soviet Jewish families. some of whom have been separated for more than 15 years. (must) be reunited in Israel. and (3) Any of the 3 million Jews in the Soviet Union who wish to come to Israel (must) be allowed to do so. This is one measure of true Soviet willingness to comply with their human rights promises. When the United States and our allies and friends confront the Soviet Union and its allies in Vienna. we need to have firmly in mind this list of Soviet actions. We can add to this list persons who wish to emigrate from the Soviet Union to the United States and persons who wish to be reunited with their families in the United States. The United States must not be fooled by Soviet tokenism. either. Again.
